Initially called the Indiana State Normal School – Eastern Division, the university began with 235 students in 1918. By the 1927-1928 academic year, enrolment had increased to over 1,000 students, with 747 women and 371 men. This growth continued, and by 1935, enrolment had reached 1,151 students.

In the 1920s, new buildings were constructed, including Lucina Hall (1927), the first women's residence hall, and Elliott Hall (1938), the first men's residence hall. The Ball Gymnasium, funded by a $400,000 gift from the Ball family, was completed in 1925, followed by the Library and Assembly Hall in 1926.
In 1929, the university was renamed the Ball State Teachers College, reflecting its growing independence from the Indiana State Normal School. Despite facing challenges during the Great Depression and World War II, the college remained successful and committed to training Indiana educators.
